Resolutions
 

Resolutions are presented to political parties as an expression from the citizens as to what issues they support, what changes they feel should be made to current policies, and what policies need reinforcement or added support.

Below is an example of a how to construct a proper resolution. "Whereas" statements are used to inform, to state your case as to why a change is needed and to present the facts behind your resolution. The "Be It Resolved" statements are used to state what changes you want made or what support should be given to a certain issue.

Resolutions can be presented by anyone at your local caucus. The eligible members of the caucus will vote on each resolution and those that are passed by majority vote are delivered to the next level, which is usually the district convection, where they will also be considered. Those resolutions that are passed upward to the state level will be considered for inclusion in the party platform. The party platform is the list of principles and issue positions that guide candidates, workers, and members of a political party.


RESOLUTION
Strengthen Off-Highway Vehicle (OHV) Regulations

WHEREAS, the extensive damage caused by off-highway vehicles (OHV) to public lands and wildlife has been well documented; and

WHEREAS, current law allows OHVs to ride off designated trails in 74 percent of Minnesota state forest lands; and

WHEREAS, 85 percent of Minnesotans in a 2005 poll supported requiring OHVS to stay on designated trails in state forests;

WHEREAS, the current law rolls back the 2003 compromise reached by Gov. Tim Pawlenty, conservationists, and OHV rider clubs;

THEREFORE,

BE IT RESOLVED that the DFL Party supports strengthening OHV regulations to protect public lands and wildlife from damage, restricting OHVs to trails posted for their use, and providing sufficient resources to the Department of Natural Resources to enforce these regulations; and

BE IT FURTHER RESOLVED that some areas of public land should be reserved for non-motorized use to provide opportunities for those who seek a peaceful outdoor experience; and

BE IT FURTHER RESOLVED that the Minnesota Legislature should repeal the 2005 OHV law that permits such vehicles to ride off designated trails in northern state forests.
